| Cliff, This will be more of a challenge of your ability to manipulate a Mig gun than how to set a mig welder. Consider getting yourself the Robotic and Manual Mig Workbook (http://www.weldreality.com/ordernow.htm).
Try setting your Wire Feed Speed (WFS) between 375-425, Volts around 26-28. Your shielding gas mix will limit your ability to obtain a spray setting, but these parameters should work for you. Keep a consistent push angle (15 deg) and a work angle about 25-30 deg off of 90. Focus the arc at the weld root but slightly favor the 3/4 plate (1 x wire dia). You'll end up with a slightly longer Fillet leg on the lower plate, but the weld should wash up onto the bar far enough to be acceptable and not undercut. Personally, I have to break this up and do 1/2, then re-position and finish.
